Logon-advertisement does not work when computer restarts

I have shcheduled the program to run after logon, but this doesnt work for
some computers. When I ask users to re-logon instead of reboot it just works
fine. I verified the package is downloaded onto all computers.

Could it be something like SMS Agent was not ready to install the program
when computer is restarted? How can I troubleshoot this?

Yes that is exactly the issue that occurs, so far the only thing that I
have found that work is to wait ~10 minutes before logon.
